Position Overview
Program Manager (General Services Administration)
The Position:
We are looking for a thoughtful, driven leader with experience in federal acquisition, program management, people leadership, process improvement, and technology-enabled change to guide our team supporting the General Services Administration’s Assisted Acquisition Services (AAS).
As Program Manager, you will lead a multidisciplinary team helping AAS strengthen its operations and execute its mission. Your team will support a portfolio spanning acquisition operations, data and technology, human capital management, learning and engagement, communications, and governance.
Key Responsibilities:
- Lead program delivery across all task areas, ensuring that teams work together and meet commitments for quality, schedule, and cost.
- Serve as the primary contractor point of contact for Government leadership and build trusted relationships across AAS.
- Translate client priorities and user requirements into clear work plans, milestones, staffing decisions, and measurable outcomes.
- Build, manage, and mentor a strong team of staff, teaming partners, and functional specialists.
- Bring acquisition, data, technology, and organizational expertise together to solve problems that span multiple functions.
- Identify and implement ways to improve business processes, strengthen customer service, and apply effective commercial management practices.
- Partner with the Data Lead to apply analytics, automation, and approved AI capabilities to improve workflows and decision-making.
- Lead implementation and change management so that new processes and tools become part of how the organization works.
- Manage program financial performance, staffing, risks, dependencies, and quality control.
- Provide clear, actionable recommendations and briefings to Government leadership.
- Lead a smooth transition into contract performance while maintaining continuity of critical services.

Our staff have a wide range of backgrounds, areas of expertise, personality types, and favorite breakfast foods. Our client and cultural successes are rooted in our team’s innovation, creative problem solving, and collaboration. The unique perspective that you bring and the way you tackle problems are much more important to us than what’s printed on your diploma. We believe an effective Program Manager will be able to combine strategic thinking, analytical judgment, and strong people skills to identify and implement meaningful, practical changes for federal clients. Qualifications for the role include:
Required
- Bachelor’s degree or Master's degree
- 10 + years of program management experience.
- 10 + years of experience supporting federal clients, preferably within GSA or in a similar role.
- US Citizen
- Active Top Secret security clearance with TS/SCI eligibility.
- Active Project Management Professional (PMP) or Program Management Professional (PgMP) certification.
- Experience leading programs supporting acquisition operations within a federal civilian agency or the Department of Defense, with a working understanding of the federal acquisition lifecycle and the roles of contracting officers, program offices, and acquisition support teams.
- Experience managing a delivery team of 100 or more personnel, including responsibility for staffing, performance, quality, and coordination across multiple workstreams and organizational layers.
- Demonstrated ability to work effectively with contracting professionals, data and technology specialists, and mission and program leaders while understanding their different priorities and translating those priorities into coordinated actions.
- Experience integrating multiple areas of expertise to solve operational problems, including defining shared outcomes, assigning responsibilities, and managing dependencies across functional teams.
- A record of identifying and implementing improvements to existing workflows, including applying technology, automation, or analytics to reduce manual effort, improve quality, or accelerate delivery.
- Experience managing program budgets, schedules, staffing, and delivery risks, with accountability for meeting financial and performance commitments.
- Experience advising senior Government leaders, presenting recommendations and tradeoffs, and resolving issues involving competing stakeholder priorities.
- A record of developing team leads, coaching staff, and establishing clear accountability across a large delivery organization.
- DAWIA certification or a comparable federal acquisition credential.
- Significant Department of Defense and/or General Services Administration acquisition experience.
- Process-improvement experience, including Six Sigma or a comparable continuous-improvement methodology.
