Program Evaluation Specialist - Department of State
The Position:
We are seeking driven, thoughtful candidates with experience in program evaluation to support impactful initiatives for our Federal clients at the U.S. Department of State (DOS).
As a Program Evaluation Specialist with Censeo, you will support quantitative and qualitative program evaluations for a key Department of State program. You will also work closely with DOS teams to enhance research and evaluation methodology.
Key Responsibilities:
- Design evaluation approaches to address specific questions on program effectiveness and efficiency
- Conduct quantitative and qualitative evaluations to assess program effectiveness, identify areas for improvement, and highlight best practices
- Compare Exchange Visitor Program performance against similar domestic and international exchange programs
- Utilize statistical software and evaluation tools to develop models, analyze data, and interpret results
- Prepare comprehensive evaluation reports, summarizing findings, conclusions, and recommendations.
- Regularly refine evaluation models and data collection methodologies to incorporate new insights and evolving trend
- Collaborate with cross-functional teams to develop realistic, innovative solutions to complex challenges
- Communicate findings and recommendations clearly through written reports and presentations
- Build and maintain strong client relationships, proactively identifying and mitigating delivery risks

- Bachelor's degree in a relevant field (social sciences, public policy, etc)
Master’s degree or Ph.D. in Economics, Social Sciences, or a related field (preferred) - Minimum 5 years experience in program evaluation
- Proficiency in statistical analysis software (e.g., SPSS, STATA, R) and qualitative data analysis tools
- Experience working with federal agencies (experience with Department of State preferred)
- Program evaluation certification (preferred)
- Knowledge of relevant policies and regulations governing program evaluations
- Excellent communication and interpersonal skills for collaboration with stakeholders
- Strong analytical and problem-solving abilities with keen attention to detail
- Ability to work independently and collaboratively in a team environment

Censeo Consulting Group is based in Washington D.C., a fantastic city for working professionals. We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights.
The Fine Print:
- The salary range for this role is $70,000 - $140,000 depending on experience
- Expected travel 0-10%; may increase based on business needs
- This is an exempt, full-time position
- This role is subject to a hybrid work schedule
- Essential Physical Functions
- Sitting: Particularly for sustained periods of time
- Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
