EPA - Program Evaluator

The Position:
The Environmental Protection Agency (EPA) seeks a highly skilled Program Evaluator to support agency program evaluation and evidence-building activities. EPA is standing up an initiative called Short-term Evaluation Program (STEP) that will fund program evaluations that will help EPA gain insights for decision making, while building staff capacity and experience in overseeing and implementing evaluations. The Program Evaluator will play a pivotal role in ensuring successful execution of the STEP initiative.
Responsibilities:
- Conduct comprehensive program evaluations, including impact, outcome, and process evaluations, with a particular emphasis on modeling environmental impacts based on population and economic data or trends.
- Develop and use models to assess/forecast environmental impacts, integrating population and economic data or trends.
- Develop visual aids, such as charts and graphs, to effectively communicate complex data and model outcomes.
- Prepare comprehensive evaluation reports, summarizing findings, conclusions, and recommendations.
- Provide technical assistance, research, training, and analysis to support agency program evaluation and evidence-building activities
- Design evaluation approaches to address specific questions on program effectiveness and efficiency
- Explore reasons for variances between program accomplishments and objectives
- Facilitate discussions on lessons learned from program experiences
- Promote management decisions based on environmental data and other results
- Support program evaluation efforts including organizational and management analysis, benefit-cost analysis, cost-effectiveness analysis, and workforce modeling
- Design surveys to gather relevant data
- Assist programs in developing logic models
- Conduct program evaluations using logic models or learning agenda processes
- Generate reports of evaluation findings and recommendations
- Collect, manage, and analyze quantitative and qualitative data from multiple sources
- Utilize statistical software and evaluation tools to develop models, analyze data, and interpret results
- Ensure compliance with EPA's Evaluation Policy, Open Data Policies, and Scientific Integrity Policy

- Bachelor's degree in a relevant field (social sciences, public policy, etc)
- Master’s degree or Ph.D. in Economics, Environmental Sciences, Social Sciences, or a related field (preferred)
- Minimum 5 years experience in program evaluation
- Proficiency in statistical analysis software (e.g., SPSS, STATA, R) and qualitative data analysis tools
- Experience with economic and/or environmental modeling techniques
- Experience working with federal agencies (experience with EPA preferred)
- Program evaluation certification (preferred)
- Knowledge of relevant policies and regulations governing program evaluations
- Excellent communication and interpersonal skills for collaboration with stakeholders
- Strong analytical and problem-solving abilities with keen attention to detail
- Ability to work independently and collaboratively in a team environment
The Location:
Censeo Consulting Group is based in Washington D.C., a fantastic city for working professionals. We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights.
The Fine Print:
- The salary range for this role is $95,000 - $155,000
- Remote or Hybrid Opening
- Exempt role
- Expected travel 0-10%; may increase based on business needs
- Essential Physical Functions
- Sitting: Particularly for sustained periods of time
- Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
