Censeo seeks an Information Technology Programmer who can execute project and program management skills to our Internal Revenue Service client. The ideal candidate will apply robotic and cognitive solution investigation and project management support to aid in development and delivery of robotics solutions, project plans, schedules, requirements, use cases, guidance with internal user, and to initiative and contribute to documentation and other activities of the IRS Enterprise Lifecycle (ELC) process.


  • BS preferred with strong academic background in Computer Science, Information Technology, or related fields
  • Proven skills with Project and Program Management support and integration
  • Previous experience using Agile, Scrum, DIRA, and RPA software management systems
  • Knowledge of FISMA and IRS Enterprise Lifecycle Management process
  • Apply RPA, Chatbots, machine learning, artificial intelligence, data analysis, language processing, and user interface design to create cognitive tools at an enterprise level
  • Assist in assessing use cases, and establishing policies, procedures and standards for bot qualifications and development efforts that meets audit, regulatory, information security, and compliance requirements for the IRS
  • Execute and monitor the complete lifecycle of robotic projects in the enterprise, from evaluating automation opportunities, business case development data analytics, governance, policy and procedures


  • Enhance and implement the RPA robotics technology intake process
  • Identify and document requirements to build robotics capability for each use case
  • Schedule and coordinate and oversee all aspects of project activities, monitor and summarize progress of project with a focus
  • Prepare reports for upper management regarding status of project
  • Provide reports and develop technical executive-level presentations
  • Provide project management documentation including all required ELC artifacts
  • Assist in testing strategy and, as applicable, execution for the use case solution.
  • Provide assistance in establishing and maintaining a structural framework for managing the growth of RPA activities within the IRS; maintaining benefits for continuing activities and to serve as the central point of contact for IRS robotic automation efforts
  • Ensure strategy/plans provide a scalable implementation approach to incorporate RPA and cognitive services within the IRS
  • Support IRS in determining the appropriate tools, portal, environment, and process to support the establishment of a CoE and Platform support team
  • Provide consulting to support the full lifecycle of RPA from developing the business cases for an automation opportunity to support large BOTs within the IRS environment
  • Assist in identifying and engineering solutions across various IRS organizations using RPA, Chatbot, and other cognitive tool solutions to improve productivity and efficiency of that organization
  • Provide training/knowledge exchange, establish a community of practice, etc. on how to identify, design, and implement solutions using RPA and cognitive services which would produce the best return on investment (ROI)
  • Provide lifecycle robotics project management support including preparation of technical documentation, cybersecurity, configuration, risk, and schedule management, reports, status, and briefings for applicable projects
  • Assist in ensuring that all necessary documentation identified and completed in support of this effort to meet required IRS requirements
