Program Manager - FCC Consumer Outreach
The Position:
We are looking for eager, driven candidates to help solve our client’s complex problems and guide them towards operational success. As a Program Manager with Censeo, you will support the FCC’s Affordable Connectivity Program (ACP). The Affordable Connectivity Program is an FCC benefit program that helps ensure that households can afford the broadband they need for work, school, healthcare and more. In the role you will manage ACP’s Consumer Outreach and Grants Programs, ensuring the public is aware of ACP and all these other benefits programs and are taking advantage them. Some of your responsibilities will include:
- Act as the senior customer contact for program activities and lead program review sessions with customers to discuss technical performance and support
- Build client relationships across Censeo’s FCC clients and broader portfolio, including understanding customer requirements and identifying/resolving delivery risks before they happen
- Identify and raise new opportunities to Censeo business development staff, and work with Censeo leadership to plan and execute account expansion and development
- Establish “Exceptional” CPARs scores (or similar delivery quality for projects where we are a subcontractor) for the projects to which you are assigned
- Supporting all aspects of client engagements from defining the strategy of a project to preparing final deliverables
- Conducting quantitative and qualitative analysis of data to identify trends, find opportunities areas, and develop meaningful insights to support the FCC’s Affordable Connectivity Program
- Working with client stakeholders to develop process maps and identify opportunities for efficiencies and improvement
- Developing in-depth knowledge of client issues, needs, and contexts
- Sharing insights, results, and recommendations in a comprehensible manner through both written presentations/reports and interactions with teams/clients

- BA/BS required with strong academic background. Advanced degree preferred but not required.
- 7+ years of experience and knowledge of Project Management experience with a PMP preferred
- 5+ years’ experience in a top-tier consulting environment or relevant industry
- 3+ years of experience working with the FCC or other federal agencies providing PMO Support and Consumer Outreach Support
- Superior creative problem-solving, analytical, and quantitative skills
- Knowledge and appreciation of business concepts related to federal acquisition and category management
- Strong understanding of spreadsheet and presentation software
- Effective communication skills with an ability to share and synthesize knowledge
- Capability to understand opposing points of view on highly complex issues and to negotiate and integrate different viewpoints
- Capacity to make decisions which have significant impact on the department’s credibility, operations, and services
- Qualified in composing letters, outlines, memoranda, and basic reports and/or orally communicating technical information
- Aptitude in creating materials such as detailed reports, work-related manuals, publications of limited scope or impact, etc., and/or making presentations outside the immediate work area
- Competent in formulating complex and comprehensive materials such as legal documents, authoritative reports, official publications of major scope and impact, etc., and/or to make formal presentations
- Ability to compute, analyze, and interpret numerical and statistical data for reporting purposes and/or to develop forecasts and computer models

The Location:
Censeo Consulting Group is based in Washington D.C. For now, we’re all working from home. But normally, we work at an office conveniently located in the heart of downtown D.C., just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights.

- Expected travel 0-10%; may increase based on business needs
- This is an exempt, full-time position

- Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
