Program Manager (Department of Justice)
The Position:
We are looking for eager, driven candidates with experience in federal project management, communication, facilitation, problem-solving, and analysis to guide our teams in developing impactful solutions clients at the Department of Justice. In this role you will provide comprehensive project management support within the DOJ Criminal Division (CRM) Executive Office PMO. The Program Manager to lead a full-service project management office (PMO) supporting the Department of Justice (DOJ), Criminal Division (CRM), Office of Administration (ADM), Executive Office. This role oversees a portfolio of strategic initiatives (both IT and non-IT), and is responsible for program governance, delivery excellence, risk management, executive communications, and coaching project managers to drive consistent execution across ADM and the Division.
Key Responsibilities:
- Lead all phases of client engagements, from strategy development to final deliverables.
- Serve as the primary PMO lead for ADM Executive Office initiatives, ensuring alignment to executive priorities and successful delivery across a portfolio of projects.
- Oversee full lifecycle program and project management using Agile and Waterfall methods—from initiation and planning through implementation, sustainment, and closeout.
- Take over at-risk projects to stabilize delivery, reset scope/schedule, and re-establish governance, milestones, and stakeholder alignment.
- Establish and maintain program governance: integrated master schedule, cadence, status reporting, decision logs, risk/issue management, and escalation protocols.
- Lead executive-level stakeholder engagement across political appointees, Senior Executives, section leadership, and cross-DOJ partners; tailor communications to diverse audiences.
- Direct and mentor project managers; set delivery standards and templates (charters, plans, RAID logs, comms plans, metrics).
- Drive process modernization and automation—identifying inefficiencies, barriers, and opportunities to streamline workflows and increase productivity.
- Coordinate with IT stakeholders and/or development teams on technology-enabled solutions (e.g., Oracle, PowerApps, Tableau, dashboards, automated reporting, data management).
- Build sustainment plans and change management strategies to ensure improvements “stick,” including training and adoption aids.
- Provide actionable, data-driven recommendations and briefings to ADM leadership.
- Provide management and support across a team of 10+ staff members.

Required Qualifications
- Bachelor’s degree (or equivalent experience).
- 20+ years of program management experience.
- 10 + years of experience supporting federal clients, preferably within the DOJ or similar federal PMO role.
- Demonstrated experience overseeing execution and reporting for 5+ strategic projects concurrently.
- Proven ability to coach and develop PMs while also leading high-visibility initiatives.
- Experience presenting to senior leadership (e.g., Executive Officers, COO/CFO/CIO equivalents), both verbally and in writing.
- Experience across IT and non-IT projects, including process improvement, workflow analysis, and requirements development.
- Strong Agile project management experience.
- Demonstrated expertise in project risk management (identify, analyze, mitigate, monitor) for complex efforts.
Certifications
- Advanced Certified ScrumMaster (A-CSM) or comparable advanced Agile credential.
- Project Management Professional (PMP) Certification (No substitutions)

The Location:
Censeo Consulting Group is based in Washington D.C., a fantastic city for working professionals. We work in a hybrid setting with flexibility to work from home and work in our office conveniently located in the heart of downtown, just a few blocks away from the White House. And with many of our clients also based in D.C., we have the luxury of leaving for a meeting and being back in the office in time for post-work happy hours, team dinners, and game nights.
The Fine Print:
- The salary range for this role is $150,000 - $200,000 depending on experience
- This is an exempt, full-time position
- This role is subject to a full-time in-person work schedule in Washington, D.C. with the possibility for hybrid if approved by the client.

- Sitting: Particularly for sustained periods of time
- Light Carrying: Physically transporting items weighing less than 15 pounds from one location to another
